directX 9c was release for sometime. Does it help improve graphics and sounds with current psx emulators and it's plugins ?

as for me and my fx5200u the combo of DX9c and latest drivers gave mi a little bit more speed in everything (in therms of graphics), as for gfx quality improvment... can't tell U it's only 5200u , sound... can't hear difference

No. Only Pete has released a plugin that uses directx9 class cards, and it's a opengl one ; uses only a few shader capabilities on directx9 (.0). No plugin as of now needs nor uses any DirectX9.0C capability.
