Whops, my bad.
I keep forgetting that the dx9 mode xp users are forced to use is very slow in some games (on top of producing glitches).
So yeah, using dx10 probably fixed the framerate problem kinda

I still see 99% cpu usage in the GSdx window.
Most of the time (not always) this means the card is too slow
