It's a dutch thing, and yes, it sounds like Santa Claus, but he's not the same person.

On a topic related to Sinterklaas, when I was in Holland, we had these weird footprints in my fire place with inverted feet sizes, so my parents fooled me into thinking Sinterklaas was involved. I still don't know how/why those prints got there. It was kind of strange, considering they weren't there when we moved in...

http://www-astro.physics.ox.ac.uk/~erik/sint/sint.html has a pretty adequate explanation. Basically yet another Santa Claus kind of deal, except Santa Claus is based on this guy - who was actually *gasp* real - and has more than a few very interesting differences.
