After i start a new game a chose whether or not i want rumble, the screen blanks out and the game stops. Whats up?

Could be a scratched CD.
Try using PSXeven or SSSPSX.

Could be you chose the wrong parameters for rumble in your pad plugin. Unless you have a burutter adapter, the settings should probably be DX Joy 1 with both motors set to constant.
