Wanna use some cheats but another site says you need an Action replay cartridge to use them. So is there anything I can do?

you can emulate the Action Replay Cartridge I believe it's in one of the load slots

DS/Gameboy is similar to SAVE-STATES and LOADSTATES basicly in simple ass english

SAVESTATE = Your Save File
LOADSTATE = Files you Load into it (To run certain devices mainly)

so you'd go to load>state>"actionreplay"

Or use NO$Zoomer 2.3.0.2 with a USRCHEAT.DAT file, where you can find tons of cheats.
Pd: Don't use cheats in Pokémon Games, these are unstable in these games.

Yes but they do nothing, no effect. I assume it's because I don't have a cartridge.

The cartridge does exactly the same thing as the cheats menu. If you are not trying to use a cheat on a Pokemon game (those don't work), just verify if you use cheats for the correct region.

You should know where you bought your game.
Any AR site worth its name has a shortcut of the region after the game's name (U for USA, E for European, J for Japanese; and others).
