Can't save state on Policenauts

Save states don't seem to be working for me.
I read all the topics with similar problems and nothing has worked.

Im using epsxe 1.7, windows xp, pete's gfx plugins.

I tried deleting the sstates folder and making a new one. I created a new epsxe folder in my desktop and started from scratch. I tried all the gfx plugins and I still don't get anything by pressing F1 or F3. Pressing ESC and selecting to save from the menu doesn't do anything either.

No files are created on the sstates folder. I turned on the 'log' option and it says the saves are being made and loaded, but they really aren't.

I recall saves working for me on previous epsxe versions, but not anymore. Anyone have a clue as to what could be happening?

I have this exact same problem. zlib1 is in the right place and I've reinstalled ePSXe and recreated the sstates folder and it has made no difference. I have only tried one game (the English patched Policenauts) so I don't know if it's a problem specific to that game or not. I'm running Windows XP SP3 on an Athlon XP (yeah, I know it's old) and ePSXe is installed under D:\Program Files\ePSXe (if that makes a difference). Any help would be appreciated. I've already lost significant progress in Policenauts because of this bug (thankfully the memory card saves work fine).
That hasn't worked either. DEP is already off (I can only set it for all programs or "essential Windows services", and it's set for the latter).
I just tried that and it makes no difference.

EDIT: Are you an ePSXe dev? I'm a programmer myself and if I had a debug version of ePSXe I'd be happy to help you narrow down the cause of this bug.
The original unpatched ISO file won't save-state for me either. I just got Harvest Moon: Back to Nature to test and it will save state fine for me. This looks like a Policenauts-specific save state bug.
