Hmm. Are you obtaining your fps information from the plugin or Fraps? Also, on those near-blank screens, does the frame rate rocket up to 60fps?

Then most likely the game is running normally.

In certain situations, PS1 games will run at different framerates. Unless the game is actually running in slow motion, then you aren't really experiencing any abnormalities.

Tried xenogears it runs at 60 FPS constantly (except for one scene but that could be my folding kicking in or maybe its the game) try D3D or Peops see how that works out asuming you also have the NTSC version of the game.

most psx games prepare 60FPS internally but only render 30fps.

indeed :p

60FPS is infact related more to VI/s like the PJ64 method, so real FPS can range from 20 - 60.

most games will only render the full 50/60 if the menu's are visible.
