I agree with V1ncent.
That HD4650 will only do less bottlenecking if you planning to apply AA/AF or playing at high res. It will smoke your 8400GS indeed, but It still not enough to handle PCSX2 at 100%.
If you cand afford a HD4870 it will be better, since this last perform aqual/better than the HD3850.
