well, here goes, I have a total of only £1000 to spend.. and im stuck, first of all, this is my first time ever making my own pc so I have no clue at all what im doing, but everyone says its easy and saves a lot of money, so here goes, these are the things I have picked out so far:

£300 left LOL what else would I need to buy to make this pc? which case do I need, is their a certain size I must get because of the MB or something? I will be OCing the CPU to 4ghz-4.5ghz, Leads... do I need to buy certain leads to connect everything together? Is there anything else I would need to buy? also, will all that hardware work together and would it work on vista64?

You need a case too don't forget, not to forget a decent heatsink.
I just quickly ran up a better spec system on OverClockers with everything you'd need, I came up at £1180 ... But I did have stuff you could drop like the 150GB VelociRaptor and Auzentech X-Fi Prelude (Auzentech are much better than creative, though more expensive), drop the E8600 for an E8400 will save another £100
Dropping those few parts would slap the build on just over £800. lol
Anyway, here's the build.

3: Isnt 700W psu a bit much? I read around and most people go with around 500w, correct me if im wrong or if theres more benefits

4: Is that compound thing used to stick the coolmaster to the cpu?

5: GPU... are there any that cost less which would be near enough as good? lol price is a bit of a issue

1. I'd grab at least a 300gb drive, just incase. And the price difference is very very small - hdds are cheap. Grab a Western Digital Cavier Black 320GB.

2. If you're not going to be running surround sound and/or loud - you don't really need a soundcard. Onboard sound will be plenty enough.

3. 700W is considerably more than you need, but PSU efficiency is highest at approx 50% - I like to run at 50-60% usage, other people don't mind running 80-90% and that's fine - less efficient, but fine.

4. Well no, not "stick" it to the cpu, the sink's bracket holds it very tightly to the CPU - the thermal paste acts as a conduit between the surface of the cpu and the surface of the heatsink - better conductivity means more heat gets sent to the sink and thus a cooler CPU.

5. As for the GPU, really it's up to you - but since you're getting a decent CPU and will have a nice overclock on it, I thought you might want a GPU that was closer in performance.. I mean ideally with an E8600 at 4-4.5GHz you want a GTX295 but Personally I'd not get less than the GTX260 c216.

the only thing I need the gpu for is pcsx2... so are there any cheaper ones available that would get me 60fps+?

what do you mean by restrict myself? is the 9800 bad at other stuff?

Not bad per se, but it's very much last gen. And I meant restrict as in, you said you were only going to use it on PCSX2 - and there's tonnes of other stuff you can do on a PC besides emulate PS2, lol. The GTX260 is just much better at the "everything else", where the 9800 is only average.
