What's this BIOS thing? And how do I configure it? Because when I try to configure it, a new dialog box opens up a bios file that's empty.

you dont have to configure the BIOS file...you just put it in the /bios directory and tell ePSXe where it is

I think I've heard someone buy a BIOs off ebay but I'm not sure! If you download, it's considered illegal!

lol, its legal if you own a playstation but i think it has to be the same version of the bios. Kind oflike backing up precious software you have.

Well, the person who got it off of eBay got it illegaly . For it to be legal, you must dump it from your own PlayStation, not someone else's, and if you sell your PSX, you must get rid of the BIOS you dumped (same thing goes for game ISOs).
