What plugins and settings should I use if I want to try to play MGS3?

You don't really have much choice in plugins when it comes to PS2 emulation. Currently, I believe the most important aspect is version. The latest PCSX2 beta SVNs offer additional speedhacks that allow MGS3 to run at full speed. Textures in the forest are still messed up, but at least it's playable.

I don't know what the latest GSDX10 is... can I get a link? and what should I put the settings for it

It'll likely come with the PCSX2. As for settings, all you really need to make sure of is that the renderer is set to "DX10 Hardware".
