There's not much you can tweak on no$gba, how fast/well a game will run relies almost entirely on how strong your processor is, if you're lacking in that department then the game will simply not run well at this stage.
No$gba is not like the plugin based Playstation or Playstation 2 emulators where you can tweak lots of things and magically get 20FPS speed increase, no$gba is pretty much what you see is what you get, none of the settings have a huge impact on speed.
