Well Avi2Dvd is an excellent freeware set. I've used it various times and its very simple to use. And it can insert subtitles from a file just like you wanted.

I always get audio sync issues with Avi2Dvd program. Also the video looks worse after putting it on dvd. The only part i like about it was it allowing you to use putting ogm/mkv files and converting straight to dvd.

I use DvdSanta to convert. I found that its the quickest to convert and i dont get any audio sync issues. THe only problem i found with my last convert was video being stretched when i wanted to keep it 16:9 ratio(its orginal format).
Also you can add subtitles to it too.
