Id like to say it is good to hear new ideas on how to make it run fast though even if the whole 60% graphic reduction would be unrealistic, and probably not even possible (not sure but from what ive seen its not) its still a reasonable idea.
seriously though it is possible, in another 5 - 10 years we might see one being made, but as of yet well there is no way in hell that one would be made to a standard of being anywhere near playable.
