Does any have the pre-requirements for DeSmuME 0.9.1? Because on my P4 2.66GHz 2GB Ram it can take upwards of six minutes to start up

It relies hugely on your CPU power and the more of it you have the better.

So most likely it is just that your system is too weak.

No$GBA is friendliest to weak/old system by the way.

u should add it to your antivuris/firewall white list. 6 mins is too much, it shouldnt be anything like that.
