32-bit X360CE throws unhandled exception error after creating xinput1_3.dll

Hello,
I am unable to use the 32-bit version of X360CE (3.2.10.82). X360CE asks me to create xinput1_3.dll and after I do, it shows an unhandled expection error with the message "Error calling SetupDiGetDeviceRegistryPropertyW". This also happens every time I start X360CE with the DLL in the same folder, and it doesn't matter whether I run it as an administrator or not.

To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.
