1. I have a 4mb video card so I have to use 'software rendering'. Is there any tweaking I could do in the options that might improve the speed?I am using Pete's software rendering plugin.

2. The music sound like a broken old record. How do I fix it. I am using Null2's SPU plugin for sound,which is the most recommended one.

I would say to upgrade your video card and soon. For best sound, IMHO, give Iori's SPU vers. 1.46 a try. It is an excellent SPU and it is the one I'm using.

Also to speed emulation make sure you have no programs running in the background.
For sound, as sx/amiga suggestted Iori's plugin is quite good. I use Iori's it often myself, but the best sound plug can very easily depend on the game itself. So if you have troubles do a search on these forums for: a) the plugin you want to use, or b)the game you're trying to play.

Although not preferable the best speed boost you would get would be to disable sound (apart from buy new hardware of course )
