DreamGBA is a decent GBA emulator for windows, with lots of options. It can be run through a front-end where you can configure it to your likings, and there's the "Start" button when you're done ;) DreamGBA requires the GBA bios to run, however. It also hasn't been updated in a while, and the japanese/english homepage doesn't give much info either.
