Wind waker Action replay codes JUST PLAIN DO NOT WORK

(NOTE: I own zelda wind waker for the gamecube, so this is not piracy, it's simply exercising my legal right to have a ROM backup copy of my game. I don't support piracy of any sort, but I couldn't find a way to rip my game without going through a bunch of bull**** hoops.)

Okay, I'm running Dolphin r7671.
I've got 4 GB RAM in this computer, it's got a dual core CPU, with windows seven ultimate 32 bit. It runs Dolphin just fine, barely ever slows down at all.

Here is my problem:
Recently, I torrent in The Legend Of Zelda: The Wind Waker.
I go to activate some of the AR cheats that seem to have come with Dolphin.
And before you ask, it's "# GZLE01 - The Legend of Zelda The Wind Waker". in GZLE01.ini
So, I activate the cheats, I start a new game.
...nothing. Cheats don't freaking work!
So I figure okay, no problem, it asks me to enter a new encrypted or decrypted code when I go to add one, so I'll just delete the lot of them (after backing up the file of course, I'm not stupid), so I delete the AR codes, and go ahead and insert the following codes:

And I go to activate some of them.
NOTHING, ****ING NOTHING AT ALL!!!!
So I activate ALL OF THEM, ALL AT ONCE, none of them do ANYTHING!
What's going on here?! What am I doing wrong?? When I check the ini file, I see that it's changed the codes to the appropriate format, so I know it can't be how I entered them.
Can someone please help me?! How the hell do I make these codes work?!
I tried the following ways of activating them:
First, right-click the ROM in the list, click properties, go to AR codes, check them off.
Second, open the ROM, then go to Tools, Cheats manager, select the codes there, click apply.

I don't know if anyone has a stance on posting torrents here, and if it's wrong, please edit my post to remove the link, but it's like three in the freaking morning here, and I'm too tired to think right about now, so I'm gonna assume it's okay, since the only way to see for yourself if you have the same problem as me is to download it and try.

Notes added to top and bottom, for people who are likely to forget that I added such a note, or who are too stupid or lazy to read my whole post. Nobody removed the URL, so I don't know either way, or care.

NOTE #2: I've tried running this from my own GC disc, which apparently I could have done all along (I'm an idiot), but it still has the EXACT SAME problem. So the problem is still valid.

Edit: removed link, if you google the torrent name, you can find it yourself, someone's reply made it sound like it gets people in trouble to post links like that.

Post too effing long!! Did you activate cheats in config/general? You have to do that for the cheats to work. Oh, and admitting to downloading a game, and post a link to it (*profanity removed*...), can still get you in trouble. Doesn't matter if you own it. Not trying to act like a mod, i'm just saying. Yeah, you may be screwed...

No, I can't get in trouble for downloading a game I legally own a legit copy of, it don't work like that, I live in the USA, and we have very specific laws about the use of ROM backup copies and whatnot, read up on it yourself, sounds like if I post it, you'll just gloss over it.

Indeed we do, but the provision only applies to your backups, not the "backup" made available on a torrent site. Your backup that you made yourself with your game. The law is pretty clear about this, and the forum rules are even clearer:

Warez Policy

NGEmu takes a "no tolerance" stance against the trading/sharing/discussion of illegal software, also known as warez. Links to or requests for illegally-obtained commercial material, such as ROMs, ISOs, or BIOS images will not be tolerated. Even if you own or have owned a game/console, downloading a commercial game/BIOS still illegal.

The law gives the owner permission to make backups of their discs provided it is still in their possession and has not been sold off or given away. Simply put, it has to be YOU'RE DISC.

When you download a game, you are downloading someone else's copy, and that is not what the law covers. If you post in a forum for support and you are found to be in possession of illegal content, your thread will be immediately closed and direct support will not be given from thereon.

Local laws only trumps forum rules in your local realworld juridiction in the realworld domain (such as if you engage in conduct or trading that might be sanctioned elsewhere in the world or discussion about here is sanctionable). Long story short, discussion of and trading/sharing pirated material is not welcome here whatever your inclinations about it are.

We didnt want or need to know about piratry. The best course of action would remain to read documentation and search for existing solutions before asking, else the combination might lead to a 'sort it out yourself' conclusion.

If you notice in my replies, I kept TRYING to steer the thread back towards my nonworking codes.
I wasn't looking to discuss or trade/share pirated anything. I'd simply commented on the METHOD I used of obtaining a ROM copy of my video game, that's ALL, seriously. I'll refrain from responding further towards asinine comments about ROMs and whatnot.

I didn't think rudeness was welcome, btw sorry for responding with rudeness to him/her in response to their rudeness, I know it didn't help the problem any.

I'm not having a great day today either, but i will try to restrain myself. I understand your frustration fully. Have you tried to go to the Dolphin configuration, and enable cheats there?
