My epsxe is running slow

I switched to windows 7 recently with a brand new computer that blows my old one out of the water... now my ps1 emu runs slow as time and the graphics are sometimes a bit wonky...
my specs are
I5 quad-core 3.3mhz
nvidia 9800gt 1 gig
8 gigs ram


I even had to revert to pete's opengl 1.78
cause the opengl 2 didn't work anymore
my old pc was as follows
pentium 4 2.7
a gig ram
nvidia 6600 256mb

On this system I had everything running not only smoothly but with turbo as well... If I have to change the emu to notice only a single core how do I do so? lol I hope I covered all the areas I needed to for an easy answer (if one exists:P)
