You can fix this by Activate Special Game Fixes : Enable PC FPS Calculation (but this option available only if u're using Pete OGL or Pete D3D GPU)

special fps calculation works for the slow parts, but it speeds up at parts where it would have ran regular

framebuffer is off as always

on psx i don't have this problem, the fps does go down at times but doesnt drop speed like the pc does.

this is the only game i have had this much trouble with!

does the slowdown bug you so much??? the fps setting will work like everyone said. But if it still occur... then try to adjust to it and just have fun playing the game
